I don't think there is an objection to changing the requirements for advancing to a higher competition class. There are provisions for doing so and they have been in affect for years. Everyone in our club who is an "A" worker has earned it, via a journey of hard work trying to perfect his or her craft. Certainly if a "B" worker consistently receives 8's or better in club competition, but for some reason does get the scores at PFLI, he or she, can petition the club for advancement.
The monthly club competition scores are recorded, and are used as part of the determination for Photographer of the Year.
I suggest that you, request an open discussion of this matter at a club meeting. If the majority of club members want to change the advancement process, than the club leadership can draft a proposal for amending the club rules. The club can then vote on adopting those changes.
Since there is a restriction on how many pieces of work can be submitted to the PFLI each month, a "filter" or process is needed to select the work to be submitted. At one time, the process was a club vote, but an entire meeting was devoted to that task, so the current method was adopted.
